If its straight onto plaster I would suggest a light sanding down with fine grade sandpaper, followed by washing down with warm soapy water. Apply diluted mix of PVA followed by a basecoat or two when dried, finished off with a couple of finishing coats.
Just some warm diluted soap solution will help. Take a huge sponge and sponge and rub it in just a little. Subsequently, run the areas with sponge dipped in plain water to rinse. Let dry well before painting.
most paint places will recommend washing walls with TSP first. Me, I use a LIGHT bleach water and no need to rinse. I use a mop to wash my walls, it goes so much faster.
i would use a really good primer before applying the paint, this will cover and elimanate the yucky wall behind or just use a light water dish soap mix
I use ammonia mixed with water (about 10% solution), let it dry then prime it.
All you really have to do is sand it lightly to remove the dirt, grease, and boogers. Fill in nail holes and apply a primer tinted in the color you are painting.
get a magic eraser made by Mr Clean to clean the walls it really works good
