If you are asking about cleaning the walls inside your home, then Magic Eraser.
If its outside of your home -- First pour some water on the walls. Then, take some warm water handy, (diluted with some washing soap if you like)... and a nylon / plastic bristles brush (not a tooth brush -- i don't know what is the name of that brush). You can find it at cleaning supplies %26amp; with brooms etc.
Rub the dirt with the brush, pouring the warm water at times. After all you r done, pour some clean water on the wall.How can I clean dirt off my walls without damaging the paint?

get a damp sponge. sprinkle some baking soda on it and lightly scrub the dirt away. Make sure you do it lightly! Mr Clean magic erasers sometimes wipe paint off walls, so I dont use them on painted stuff anymore... :)
Wash them with warm soapy water and go over again with clean water. It should take off the dirt.

Hot water and a little dish soap work best. Use a swiffer type floor mop (the one that you can attach a dry pad to.) It makes washing a lot easier. I used a swiffer and premoistened pads to wash the ceiling in our new place. It didn't drip on my head :-) and it took off all the dirt and even some tobacco drips in the bathroom (smoking is so gross) I did the walls with it too but mostly just to wipe them down, not to truely clean them. My paint was fine.
DON';T USE A MAGIC ERASER as someone suggested. I did that to remove scuffs and marks here and there and it worked great. The stains were lifted like a charm. The major downfall was that it removed the shine from those areas so when the light shone on the wall, I had a bunch of dull spots. It looked horrible! I ended up spending a day washing the whole wall with many erasers to make it look even.
