There are putties designed specifically for this purpose. They will hold the posters up ......but are easily removed when you want to move the posters .....and will not leave any stain or residual on the poster or the wall. i don't think you can out push pins through cement unless there's a layer of plaster or drywall over it or something.....
but i heard about this sticky thing that you can use in dorm rooms to hang up posters and the like. never tried it, but if they allow it in colleges, i'm pretty sure it'll work without leaving a mess behind....
I'm not sure what they are called--oh it's Stikkiclips (Google it), but it's a clip with what is like a waxy/sticky stuff on back. Works great on cement walls. You place it on with pressure, and turn the clip to remove from wall. You can place anything in the clip so it makes it great for teachers, much better than those sticky/rubbery stuff that you put on the back of posters that eventually tear or dry or become unsticky. The stuff I'm talking about is really handy and reusable.
Then there is Dap Fun-tak. It's the sticky reusable poster stuff, kind like a spongy clay.
blue-tack will do
at the office supply stores is this type of clay for sticking things to walls and I think it should stick to painted cement, comes in little sticks, I recall yellow, I don't know if they have other colors
Have you tried the putty for hanging posters? I forget exactly what its called or where you can get it... (like, what section of a store)...
You pull off a little piece, knead it into a ball, stick it the corners of the poster and press it to the wall. I know it works well on smooth walls without taking off paint.
sticky tack!! make it into a tiny ball, and put it on the 4 corners. they sell its basically everywhere like at the grocery stores and at like office max
Why don't you use pins if you are so worry about the paint.
