you will need to touch it with white primer..... careful don't cover any more than you have to... in case it doesn't match ceiling( if it's too noticeable, you might have to paint the ceiling. ( If you just put ceiling white on the spot, it will bleed back through.)

i am guessing that the paint is emulsion it should wash off with hot soapy water it all depends on how long its been there. use a pan scrubber gently and then touch in if needed.
Wait til it dries, sand it with a medium paper and paint over the area with ceiling paint.
You could always just primer the spot.
I would just paint over it in white.
