Most interior paints need to be 45* in the room to get maximum benefit from the paint.Other than that I guess you could paint but expect to double the drying time.Painting on cold walls?
I would wait until the temp was above 50 degrees. YOu don't want to encounter problems later that will take alot longer to correct than what you started with. The humidity also affects the drying time so if it is damp and rainy or expected don't paint that day either. Leave sufficient drying time between coats to ensure a better finish. Hopefully you have done your homework about painting and know what you are doing. It is expensive to hire a professional to come in and fix a job that you didn't do correctly. Good Luck
Cold walls are often also damp: this would be a bad surface to paint on as even if the paint seems to stick at the time, it might flake or bubble off later.
An ideal wall would be at least a wee bit warm, to ensure it`s perfectly dry. A must for a painting surface.
